Sergeant Sives and Corporal Maddox are both on administrative leave after John Raymond Fauver, 53, was shot behind the CVS on Rock Spring Road on Saturday, April 23, the Harford County Sheriff's office said.
"Sgt. Sives joined the Agency in 2007 and is currently assigned to the Police Operations Bureau, Northern Precinct," the office said on Facebook. "Cpl. Maddox also joined the Agency in 2007 and is currently assigned to the Investigative Services Bureau, Criminal Investigations Division."
The office added that investigators are scoping through police body camera footage to provide "a fair and transparent investigation."
Furthermore, Maryland Attorney General Brian E. Frosh filed a for a temporary restraining order to inhibit the Sheriff's Office from interfering with the investigation on Monday, April 25.
Court documents say the Sheriff's Office refused to provide copies of body camera footage to the Independent Investigations Division.
The Maryland Attorney General also said HCSO did not let the Maryland State Police Forensics Science Unit gather evidence at the scene, thus violating standards set by the Independent Investigations Division.
“The Sheriff’s Office is interfering with the Division’s investigation in this case," Attorney General Frosh said. "This interference with an independent investigation is in violation of the law. The people of Maryland deserve better, and we will fight to see that they get it.”
HCSO put out a statement as well, saying "It is shameful that Mr. Frosh would not work to resolve these issues in the many months available, but for purely political purposes has chosen to use this tragedy a political fodder. Our citizens deserve better and the families that are tied to this investigation deserve better."
